2) Some data are included in other columns, therefore, in parts the average values of individual education areas are not comparable to the values of others. For more details see source.
3) 2019: Data for upper secondary attainment by programme orientation include completion of a sufficient volume and standard of programmes that would be classified individually as completion of intermediate upper secondary programmes (12% of adults aged 25-64 are in this group).
4) Average of the 22 states of the European Union in the OECD after the United Kingdom left the EU. The data were calculated back for the entire time series.
